I want to know about the e-pothi system declared by Odisha govt. What is it?

How can the govt. take a decision like this? There are hundreds of unemployed youth wondering in search of suitable jobs everyday. The govt. should take steps to solve their problems first but here the scene is opposite. The govt is busy to rehabilitate the retired persons.
