what is the status of an IIT in Orissa?

Few months back,or a year let's say, everyone was talking of new institutions like AIIMS and IIT in Orissa. Leave AIIMS, what happened to the IIT? They had plans for couple of IITs in different states. What's the current situation. anyone here has an idea?
No hope for IIT too

This also is dropped due to the change in Union Govt.
When BJP was at the centre, there was hope for this BJP-BJD led Orissa.
But as Congress came ther is no hope. And moreover it seems they dont have plans for ANY NEW IIT in india
Down with Arjun Singh and the Congress Government.
