Yes, I faced it. And my parent also. I used a Sancharnet account for dial-up internet access at Dhenkanal and used it almost 7-8 hours in total. And after two months the bill came with an extra amount of rs 5000 added to the normal telephone bill we expected. Enquiries had no result and they finally told us to pay the amount and if they find fault at their end, the amount will be adjusted in the following months. Not agreeing on this, we were advised to wait and were told that we will get a technical enquiry report in a few days. And the report arrived. it said "...no billing discrepancy..". And again we got reminders for the payment. We neglected it and after a month the phone got disconnected. We again went to the office. They softened a little, "pay half amount now and we will continue the probe." , then "pay 1000/- now and..." and finally they arrived at "pay 500/-now and pay the balance 500 each month until the case is not finalised"
No hope, we paid the whole amount, they reconnected the phone immediately.

I have no problem with BSNL Sancharnet!
Well, I dont think there is anything related to your Sancharnet account. One thing is possible, your line might have been misused for some long distance calls. This is a common sight in bhubaneswar and every subscriber has atleast one such case. So go for mobile.
