Pre-paid electricity meters will be installed in Odisha

I came to know from the TV news that, pre-paid electricity meters will be installed in each govt offices of our state. The electric dept will install them in the month of July-Dec 2013. Then this meters will be installed on every houses. What are the merits/demerits of these equipments?

If the govt. will install these type of pre-paid electricity meters everywhere, then the stealing of power will be lowered. Actually twenty percent of electricity consumers are paying for their actual use, other eighty percent people are stealing it by various methods. Most of the employees of the electric board/ Gridco company steal the power.
