How to get Adhara card in Orissa

Hello Sir,
I am a small businessman of cuttack town. I want to know about the Adhara Card. Where should i apply to get this card? Is it ration card or not? Is it most necessary? Please tell me the simplest way to get this card easily. I don't have enough time to run for it, so please help me.
