How could poor Orissa have so many great temples?

Orissa is one of the poorest states. Then how could they manage to have so many great temples?

Any state in India has its own rich culture and orissa also. The temples were built in the royal ruling period . The kings had strong will power to make something new to be memorable for ever.

And the workers did unpaid labour("gotee" in odia) for the kings. So all these temples are made for FREE
