cold wave condition in Odisha from month of November

This year we are feeling very cool from this month of November ? How did the Winter come to Odisha so rapidly? Is it due to last cyclone and heavy rain with flood of last month? Now the temperature recorded at Keonjhar, Sambalpur, Sundargarh are 10 degree celsious or near to it. There is intense cold wave condition at places like Phulbani and Kandhamal.
