Sad, but true. Level of English tought in Odisha schools are way below standard. (Dont try to find yet another state with worse English and feel proud)
I had once got a chance to speak about this in Board of Secondary Education event in Cuttack. Seems no one listened to that type of suggestions. (To expand English course of studies for Odia medium students)
